Community-Based Surveillance (CBS) Project Implementation in Jharsuguda District Partner NGO: Paribartan, Supported by: PATH-CHRI, Directorate of Public Health, NUHM, Wipro, and GE Healthcare.
Since June 2024, Paribartan has been actively engaged as the local NGO partner for implementing the Community-Based Surveillance (CBS) project in the municipalities of Belpahar, Brajrajnagar, and Jharsuguda. The project covers four Urban Primary Health Centres (UPHCs): Jharsuguda, Panchpada, Brajrajnagar, and Belpahar in Jharsuguda district, with support from PATH-CHRI, the Directorate of Public Health, NUHM, Wipro, and GE Healthcare.
To ensure seamless implementation, the project team regularly engaged with frontline health workers such as ASHAs, AWWs, and ANMs during sector meetings to clarify their roles following the reporting process. Coordination with the health administration was maintained through regular visits by Medical Officers In-Charge (MOICs) and progress review meetings with the CDMO, DPM, and APM at the District Headquarters Hospital (DHH). Monthly and quarterly reports were consistently submitted to ensure transparency and accountability.
The review system was further strengthened to ensure timely follow-up on Early Warning Signals (EWS) by Medical Officers and to clearly define institutional responsibilities.

Dispensary Management In Mining Areas
We are delivering quality healthcare services in remote and hard-to-reach areas to meet the health needs of the community and improve the overall health index. Institution-based healthcare services are helping ensure timely and quality treatment at no or minimal cost through dispensaries managed by us.
We are also reaching out to the community through health facilities and regular outreach activities. The health facility provides comprehensive services including regular OPDs, maternal and newborn care, pathological tests, and medicine distribution. These services are helping the community to have access basic healthcare, including both preventive and curative care, referral services, health awareness programmes, and counselling. This work is being carried out in partnership with JSW Foundation. Since 2020 we are managing four dispensaries at Nuagaon Jajang of Keonjhar District and Ganua and Narayanposi of Sundergarh district. Doctors and health service provider delivering quality health care services to the tribal population of Mining areas.
AMBULANCE SERVICES
Paribartan is a Non-Governmental Organization that responds to emergency needs through ambulance services as a lifesaving program for mothers and children. We have also transported accident cases to health facilities. Pregnant women or mothers with sick babies avail the ambulance services, ensuring they reach health facilities within 20 to 30 minutes.
In 2022, the ambulance service transferred over 278 women from their homes to health facilities, around 87 women from primary to secondary/tertiary hospitals, and approximately 203 children under five years of age for urgent referrals. Additionally, 12 victims of road accidents were transferred to health facilities for treatment. We ensure a comfortable ride, cleanliness, and prompt response within 20 minutes during emergency situations.
NGO for Community Process
We were selected and appointed as an NGO for community processes in Berhampur and Angul cities of Odisha by the National Health Mission (NHM) to form women’s health committees known as Mahila Arogya Samiti (MAS) and Ward Kalyan Samiti across urban areas. This appointment recognises our leadership in urban health and our consistent ability to work effectively in partnership with the government.
The formation and empowerment of MAS is a sustainable way to bring health onto the agenda within vulnerable communities and to create demand for improved health services, thereby increasing accountability from public health systems. We believe the possibility of self-sustaining health committees in communities is a meaningful step because community empowerment is one of the most sustainable changes an NGO can work towards.
As part of the initiative, we carried out special dengue awareness drives in urban slums. These efforts aimed to enhance communication and engagement among MAS members and the broader community, and to strengthen demand for public health services. The drive also encouraged the development of local strategies to improve household knowledge and practices, alongside collective cleanliness drives to eliminate mosquito breeding grounds.
The municipal authority of Berhampur, also known as the Silk City of Odisha due to its textile heritage, has taken multiple steps to curb dengue outbreaks. These efforts involved coordination between various line departments and civil society organisations under the National Urban Health Mission (NUHM) programme.
Capacity Building of ASHA and Health Workers
Since 2013, we have been empaneled as one of the District Training Sites (DTS) for Angul and Ganjam districts to organise training programmes for ASHAs, ASHA Sathis, and health workers, with the support of the National Health Mission (NHM), Health & Family Welfare Department, Government of Odisha. The training includes hands-on orientation at the training centre as well as field visits. We have successfully organised over 150 batches of training programmes.
The capacity building of ASHAs is key to improving their ability to deliver Home-Based Care for Young Children, contributing to Early Childhood Development. The training equips them with knowledge, skills, and competencies required to perform their responsibilities and serve the community more effectively. The main objective is to reduce infant mortality and improve the nutritional status of children.
The training modules cover topics such as nutrition, health, early childhood development, and Water, Sanitation and Hygiene (WASH). These sections help strengthen their existing knowledge and build new skills, especially around early childhood care. It has also been observed that communication between ASHAs and the community has improved, which has helped in better coordination and delivery of maternal, newborn, child health, and nutrition-related services.

Campaign on hand washing in schools
We initiated a handwashing and safe excreta disposal education programme to influence the behaviour of school-going children, with the expectation that this knowledge would be passed on to their families and eventually spread throughout the community. This programme was introduced in 40 schools in Pallahara, Angul, Odisha.
As part of the intervention, 2,316 schoolchildren were educated on the consequences of poor sanitation and unsafe water. The incidence of diarrheal diseases remains high among children, often resulting in repeated illnesses throughout the year. Through this initiative, we aimed to promote good hygiene and sanitation practices to eliminate unhealthy behaviours and improve children’s overall health.
Over the course of the programme, we reached 40 schools. To communicate hygiene messages effectively, our team used SBCC (Social and Behaviour Change Communication) materials such as posters, banners, and audio-visual aids. Additionally, 46 teachers were sensitised to issues related to access to latrines and how the lack of such facilities contributes to school dropouts and poor attendance—especially among adolescent girls.
As a result, a noticeable sense of cleanliness emerged among students, and they became more aware of the importance of keeping school toilets clean. Demonstrations on proper handwashing techniques were also conducted, and students have since begun self-monitoring their handwashing practices.
Since the year 2009, the agency has been concretely working on wildlife conservation issues, dedicated to protecting endangered species, preserving their habitats, and defending biodiversity—including the harvesting and management of perennial water bodies and common resources. Paribartan believes that wild animals and plants have the same right as human beings to live on the earth and enjoy natural resources. It supports participatory and innovative strategies, adopting public, private, and community partnerships for people and wildlife to co-exist and thrive.
